The practice of assigning grade 3 insulation to homes that were not inspected at rough will not be accepted by the RNC program for homes submitted after 5/31/17. Homes that do not receive a rough inspection, but undergo an inspection by a certified thermographer will be accepted with grade 2 specified. A signed report from third-party ITC certified Level 3 thermographer must be submitted to the program along with passing HERO report..
